AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democratic processes just eight days before national elections.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis published ahead of the late October vote.
For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”
Election Context and Political Landscape
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the Freedom party, meaning the party that comes second is most likely to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The AP stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
